I've been into iOS jailbreak and iOS systems in general, and the only time that there was a real iCloud unlocker was at iOS 7 times, and it only worked for a week or so.
You have some shitty solutions (change your dns server in the settings part you can access from the iCloud lock) that will allow you to have access to basic apps (camera, music) but in a really shitty way (kind of a list of all apps), but yeah, overall there's no way to bypass/unlock it without the previous owner's iCloud/Apple account.

You could replace the hardware part that has all of the iCloud info in it by a non-locked one tho.
