STEP 1: Put this in your hosts-file ! ! !
-> Linux: /etc/hosts
-> Windows: C:\Windows\System32\drivers\etc\hosts
Code: 
127.0.0.1 accounting.teamspeak.com
127.0.0.1 backupaccounting.teamspeak.com
127.0.0.1 ipcheck.teamspeak.com
#127.0.0.1 weblist.teamspeak.com #(only if you dont want to be on the weblist)

STEP 2: Download the package you need
Win 64
Win 32
Linux 64
Linux 32
FreeBSD 64
FreeBSD 32

STEP 3: Extract the .zip file

STEP 4: You are done! Start Accounting Emulator and your Server TeamSpeak 3
Before: Start "./AccountingServerEmulator-Linux"
After: Start "./ts3server_startscript.sh start"

Licence Key is included !

I guess you are the only one who has access to the default admin server query account so you are the only one who can create new servers (no need to worry about that)!
About the max slots limit use yatqa and remove from the server admin template this permission: b_virtualserver_modify_maxclients
Also i would suggest you to remove the file transfer perms: b_virtualserver_modify_ft_settings and b_virtualserver_modify_ft_quotas so your users won't use as much space as they want to upload files
and last remove the server port settings: b_virtualserver_modify_port so they won't be able to change their server port!
All these permissions can be found in teamspeak 3 server admin template under Virtuall server --> Settings
