It has to work if you block the Ip.

If you did not register your server their just do so here and you can config it if its done by some one else just claim it back.
Another option would be blocking the login of guest query Acounts if it runs on your own host system.

I think that he is not that stupid, to not recognise own ip address.
If you visit this ip address it shows you TS3Index page.

For your problem only iptables/ netfilter can help you. If iptables not working, than u fucked up something. Try with some gui interface to create rules.
