How can i modify a serverquery accounts?

If I'm understanding your question, you have no root access to the box to download the: ts3server.sqlitedb, but you have server Admin on the TeamSpeak?
For the modification of accounts in terms "deleting", "adding", "creating", I would recommend programs like YaTQA - Query Admin Tool or TeamSpeak 3 Web Interface.
If your wanting to just simply add a user you can do the following:
Tools>ServerQuery Login-
Enter desired username-
Your New user & Password will be given.
